Integration with EchoPoll and LMS using LTI 1.3

The current integration between EchoPoll and the LMS/VLE is complicated and doesn't work the way we're expect. Using LTI 1.3 for EchoPoll roster sync and for pushing grades from EchoPoll back to the LMS/VLE gradebook would be ideal.
