Ability for instructors to request Close Captioning for a file

Currently there is no way for an instructor to turn on this feature or to request it. Since the start of the pandemic our workaround has been to ask instructors to change the media title to include the acronym RFCC (Request For CC), we then search daily for this and send any files off for processing. One inconvenience with this process is that any uploaded file does not contain the section details like the course code so our disability team were not sure how to handle the billing as Closes Caption is currently funded by two groups. The workaround for this problem has been to adjust the title as admins to include the course id its published to and change the acronym to CCS (CC Sent) before we send the file to be captioned.
It would be great to have an option to either turn on Close Captions for a section or give the Instructors an option that flags that file for CC which admins could then search for and easily send for processing in bulk.

Hi all, as of this week, Admins can grant any user the ability to "Order Captions". This will allow them to send any content they own out to be captioned from the Media Details Page using a caption configuration that is set up to "Allow Ordering".

I have a person that does our closed captions, I would like to be able to mark a video as needing captioned for that person to get notified with link to that video, This may be linked to the idea of a captures tab
