I would like the ability to monitor the status of a USB capture device via the API (either Echo platform API or direct to endpoint - ideally both).
Specifically I would like to monitor:
  1. Is the capture device available - i.e. an alert should be triggered if the nominated capture device source becomes unavailable (e.g. USB cable unplugged).
  2. Is there video signal present on the nominated capture device. This would be the scenario where the device is still connected and available, but no video signal is being sent (e.g. HDMI disconnected).
This would be when nominating video source as a USB capture device (or webcam) in the echo software.
