As Admin, we want to restrict costly 3rd party captions to just the top level Admins in the university.

The CC toggle in the scheduling modal needs to be hidden from any DA Admins or Scheduler users and only available to my top level administrators.

This would allow for greater controls and restrictions on who can access the 3rd party captions for schedules, which can become expensive quickly.
