Captions disappear when submitting to Captioning service

Our institution's settings are such that all videos receive ASR transcripts and captions.
Often, we will use a captioning service integration for an accessibility accommodation.
When we send the video out to be captioned using the integration/service, the ASR-generated captions disappear, leaving no caption file on the video until the integration returns the corrected captions from the captioning service.
Unfortunately, this leaves users who rely on captions without any for a period of time.
Is it possible for the ASR captions to remain in place then simply be overwritten by the integration-provided captions?

Captions and transcripts are generated by ASR. This is great. However, when ordering captions through the integration with a service provider, as soon as one orders the captions, the caption "file" goes blank. Closed Captions are no longer available on that video until the integration returns the corrected caption track. This is not ideal because viewers who use cc for accessibility purposes are without a caption track for a period of time. I request that the caption track is retained until the integrations returns a new file and overwrites the last.
So far, I have a manual workaround where I re-apply the transcript track to the cc until the new file overwrites it, but this is quite tedious.
Similarly, when the corrected caption file is returned, I request that file automatically applies to he transcript as well. Currently the process requires manual download and upload of the vtt file. This is tedious.
