Our Auslan department has noted that EchoVideo does not provide equivalent functionality for deaf users. These staff often rely upon video to provide sign language explanations of written policies and procedures - the videos can be long and benefit from having chapters to improve navigation.
Unfortunately the ability to create chapters is blocked because their videos do not always contain an audio channel. I understand that without a transcript, AskEcho cannot automate chapter creation, but deaf participants should still be able to manually add chapters to their videos. Without an audio channel, they can still access the Transcript Editor to upload captions but, because the Chapter tab is greyed out, they cannot create or upload chapters.
(Note: It is very important for deaf users to NOT record audio in their videos. I've seen too many instances where someone has walked in while they were recording and said something inappropriate or that breaches student confidentiality. The deaf user is blissfully unaware this audio has been incorporated into their recording which, when disseminated, leads to reputational issues.)
