Granular download for Embedded media - Students

We are aware that the option for students to download from an embed is available however there is no option for student download at a granular level.
Is it possible to have the ability to enable/ disable a download option for the embedded player at a more granular level for students?

Provide "Restrict Downloads" feature for Copyright material at the Org/Dept levels

As an Admin, I need to easily be able to Restrict the Download of copyrighted videos (by all roles: Co-Instructors, TAs and Students) for all of the content published to the Law Org/Dept.
There is no way to do this in Bulk from the Captures tab or the Org/Dept level. I have to do it from the MDP for each capture.

Granular download permission for unique students

We have a student who for accessibility reasons needs to be able to download the EchoVideo content that they have access to.
At the same time, it is against our institution policy to automatically give the download permission to every student in the sections that they are enrolled on.
We would like a simple way to give this individual student the download permission without affecting the permissions of other students.

This one has become a subject of of discussion at our institution again recently, framed under the concern of inappropriate AI usage by students. It would be great if this could be reviewed and considered for inclusion in the roadmap, as I would think we aren't the only institution having these types of discussions :)
I note there are a few other related Canny's -

I second Carolyn's suggestion. If I may piggyback off this, it would be nice to have the ability to enable or disable 'downloading' when embedding Echo videos in a LMS, similar to other options which are available to users when embedding. Institutional settings allow one to configure downloading of videos in a class, though embedded Echo videos aren't normally in a class so granular controls would be good e.g.
