Institution feature of shared content downloads be available at section level

We use attendance as a carrot for some guest lectures, but give a shared link to students with legit excuses who access in "shared with me" folder. If the section feature "shared content downloads" are toggled on for the institution, there is not a way to toggle off at any other level

Hi Deb, it's been a while on this one, but you should now be able to address this workflow using Collections. If you put the content as well as the students with legit excuses all into a Collection together, you can control the Download access for the content in the Collection separately from any Institution or Section toggles.
