The introduction of the feature to toggle Captioning on at Section level is welcome.

However, we do not want to give Instructors access to this toggle. The reason for this is that it could lead to unexpected unnecessary costs.

Our requirement is for Administrator users to manage captions on a Section-by-Section basis, and no other user role
