Videos Linked to Courses

I would like that if a video exists in a personal library, but is linked to a course, that the person that owns it CAN NOT delete it or unlink from the course. There are those that want to clean up their library but forget they have it linked, or if someone leaves the university and wants to delete all of their videos. If the videos are still being used in a course, they should not be able to delete them. I have been making copies, but I really don't like doing that.

I have instructors uploading videos for labs and then pulling them into quizzes in Canvas. If I run the video assets report, those videos have dashes instead of course, and since they pulled it into a quiz, there is no section name. It does show views but I can't tell where it is being used.
As a side note as an admin, I want to see what course any video is linked to. If it is in a quiz, I don't want the instructor to some day decide they want to redo that video and delete that one, especially if it was used in an assessment. It should not be altered, and if that instructor leaves they should not be able to remove it.

Please add a section to the MDP > Publishing that shows the Courses the media is embedded into on the LMS.

In addition, I ran the video report and notice that videos embedded into the LMS quiz not only does it not show that connection in the report, but in details of the video itself, there is nothing that shows a connection with the LMS.

We would like the opposite actually due to videos that need to be able to be deleted by students for counseling education courses. Can it be an option??
