More flexibility when constructing exam papers

As an instructor, I might want to create complex structures for my exams, for example:
- The first section of an exam might require students to respond to 20 questions from a possible pool of 50 (which 20 is randomised on a student-by-student basis from the pool)
- The second section might be a 'narrative' style with case study information then a mixture of associated questions, but the narrative would vary across the students
- Then there might be a final section where all students have to answer the same questions in the same order.
Ideally, this would all be possible in one exam sitting.
