Course authors would like to be able to author and assign the same course in multiple languages. Learners would be able to choose the language they'd like to take the course in.

Agree that this is critical and a standard LMS functionality. This is the use case: 1. Create a parent course (normally in English), with one course code. 2. Allow the course admin to add Child courses (same course in multiple languages). End user (learner) can select their language of choice. Regardless of the course completed (the parent or one of the child courses), the learner gets completion at the parent level.
