As a Course Authoring user, I want to be able to label Learning Pathways internally (for other Habitat users) so that it becomes easier to keep an overview of available courses (e.g., per Country or Target Group/Audience).

With this, I also want to be able to apply filters in the Course Library using the labels given to Learning Pathways so that it becomes easier to find and keep an overview of available courses (e.g., per Country or Target Group/Audience).
