Currently, when we cross-link to a specific Inkdoc in Habitat, we can only link to the page level and it defaults to the top of the page. We want to point to a more specific area of the Inkdoc, and could accomplish this by linking to the H2 or H3 Headers. If it is a phased approach, H2 takes priority.

This is important because we are often asked to answer questions from the company and point them to where the specific policy is.

We want to proactively locate the policies to ensure that our employees have the information they need and that we are remaining compliant.
