Linking to H2 Headers in Habitat to effectively connect employees with business and compliance guidance

When linking to an Inkdoc in Habitat, we can only link to the top of a page. From a business and training perspective, this is ineffective as we often need to point to specific guidance and could accomplish this by linking to H2 or H3 headers.
This is important because, as our company works in a regulated industry, it is imperative for employees to easily find the information they need to support job performance and compliance.
Linking to the top of a page and hoping they scroll to the guidance is aspirational, ineffective, and not a good business model.
Respectfully, linking within a page is a functionality that has been around since the 1990s (i.e. bookmarking). We would really appreciate moving this request from "considering" to "designing/developing" to allow our company to ensure our employees have the information they need to facilitate compliance. If it is a phased approach, H2 takes priority.
Our team has been requesting this functionality for years. Thank you.
