Some courses are taught by multiple instructors. Echo360 should provide access to anyone listed as an instructor to manipulate / modify content within that section, not just the content owner.

However I would like to see this expanded beyond just creating public links (all sharing options, copy, edit, publish, make (un)available, etc. ).

we have our Instructor and Teaching Assistant Permissions set to allow, edit any class content (this includes transcripts, video, availability etc.) we also allow then to create a copy of the media published to their library so they can use elsewhere, does this not allow what you need?
maybe your admin hasn't enabled it on your institution
