In this use case, students in training are recording counseling sessions for their academic program. They need to have access to the media but due to HIPAA concerns, the program would like to not just restrict them from sharing public links, but also from downloading the media to disseminate outside of the tenant.

Right now the download on/off toggle is for both students and TAs, it would be good to toggle it on just for TAs but not students. We put students in courses as caption editors and they need to download the video. Actually, now that I am writing this, a permission called Caption Editor would be great, where they can download video and edit/upload captions but nothing else.
